Born in Greenville, New Hampshire, Hays was mainly a self-taught artist known for his renditions of pastoral landscapes replete with cattle and sheep, painted in the Barbizon tradition. Hays lived his adult life in Rhode Island, and was a member of the Providence Art Club, where he exhibited from 1888 to 1940, the Society for Independent Artists, Copley Society and the Providence Watercolor Club.
